Li Zengli is a senior partner and a member of the Management Committee of DeHeng Shanghai Law Office.
Mr. Li advises multinational clients on setting up WFOE and JV, M&A, PE investments, including legal due diligence, transaction structuring, drafting documents and participating in business negotiations. Mr. Li has served clients from various industries including manufacturing, clean energy, chemistry, real estate, water treatment, warehouse logistics, wholesale and retail, shipping and insurance.
In the area of clean energy, Mr. Li has developed extensive experience in development and construction of new energy projects (bio-mass, PV power) and advised clients on mergers and acquisition of clean energy assets.

- Represented Hidden Hill Capital as the leading investor in Igen Tech’s Series C capital increase project, our service includes conducting legal due diligence, preparing transaction documents, and assisting in closing of project. As a smart energy service provider, Igen Tech provides clients with the PV solution brand SOLARMAN, which is the world’s leading independent PV monitoring and management platform, covering the whole life cycle of PV power plants, while providing differentiated service experience for different user groups such as equipment manufacturers, installers, O&M providers, investors and end-owners.
- Represented Ningpu Times (a joint venture of GLP and CATL) in the establishment of joint ventures with various partners in regional locations in PRC to develop new energy battery exchange station business, and provided full legal services including drafting transaction documents and assisting in closing.
- Represented a legal globe energy group in its equity acquisition of a leading PRC bio-mass engineering company.
- Represented a legal globe energy group in its equity acquisition of more than 40 photovoltaic (centralized PV, distributed PV) / wind power projects in Henan, Hebei, Anhui, Shandong and other regions across China held by a central large state-owned enterprise.
