DeHeng's government and public services practice group provides quality and highly effective legal services to central and local governments at all levels and their functionary departments, judicial organs, social groups, and non-prof i t organizations. The practice group is also actively engaged in providing legal aid and pro bono services for public welfare.

DeHeng has served as general legal counsel for hundreds of governmental departments and institutions, including the Ministry of Finance, the Ministry of Health, CCCPC Organization Department, the Administrative Department of the General Of f ice of the State Council, National Energy Administration, National Council for Social Security Fund, Committee of Legal Experts on Legislation of Beijing Municipal People's Court, State Information Center, Chinese Academy of Sciences and Chinese Academy of Engineering. DeHeng values the fulfillment of its social responsibilities, and has devoted itself to providing legal services for public welfare.

  • Legality examination of administrative and regulatory documents formulated or drafted by a municipal government
  • Providing legal consulting, taking part in the publicity and training of rule of law, and giving suggestions on legislation and law amendments
  • Drafting, examining and revising administrative, civil and commercial contracts and other legal instruments
  • Providing legal analysis and reasoning of major administrative decisions, major contract signing and important matters, and issuing written legal opinions to government
  • Solicitation of opinions on drafts of local laws, regulations and legislation involving governmental functions
  • Representation in civil and administrative lawsuits and settlement of non-lawsuit civil and administrative disputes on behalf of the government
  • Advising government agencies on business and investment invitation activities, PPP project investment, government procurement and other contracts (agreements) negotiations and other economic and trade negotiations undertaken by the government
