On January 13, 2020, Hubei Heyuan Gas Co., Ltd. (hereinafter referred to as "Heyuan Gas", stock code "002971") held the listing ceremony of initial public offering of A-shares on Shenzhen Stock Exchange, and was officially listed on the SME Board. 40 million shares were issued in this IPO. Heyuan Gas, as an enterprise headquartered in Changyang Tujia Autonomous County, a national-level poverty-stricken county in the Three Gorges area of the Yangtze River, became the first listed company in poverty-stricken counties of Hubei Province.
Founded in 2003, Heyuan Gas is an integrated solution provider and operator specialized in the fields of industrial, food and medical gas production and services, industrial exhaust gas recovery, purification and reuse, and gas energy conservation and environmental protection. After many years of development, Heyuan Gas has built up four business models: "bottled gas, liquid gas, pipeline gas supply, and on-site gas production". Its products, of which the categories can be divided into medical oxygen, industrial oxygen, food nitrogen, industrial nitrogen, various mixed gases and other gases, mainly meet the demand for gas and clean energy in the basic industries including chemical, food energy, lighting, household appliances, steel, machinery, and agriculture and in the emerging industries including photovoltaic, communications, electronics, and medicine. Its terminal clients include many well-known enterprises such as Gree Electric, Midea Group, and Pepsi Food.
In terms of industrial exhaust gas recovery, purification, recycling, Heyuan Gas has successfully invested in and operated many exhaust gas recovery, purification and reuse projects including Xinjiang JinKo's monocrystalline silicon argon-rich exhaust gas recovery, purification and recycling, Wuhan Fenghuo Technology's helium-rich exhaust gas recovery for production of high-purity helium, Wuhan Gree's helium-rich exhaust gas recovery for production of high-purity helium, Hubei Sanning Chemical's recovery and comprehensive use of synthetic ammonia purge gas, Hubei Xingfa Group's chlor-alkali exhaust gas recovery for production of high-purity hydrogen, and Hubei Bihongsheng Chemical Technology's methanol purge gas recovery and purification.

DeHeng, as the project's legal counsel, formed a project team headed by partners Shen Hongshan, Li Yuan, and Li Zhenhui, including primarily attorneys He Yunong, Wang Jinbo and Wei Kang. Since 2017, the project team provided a full range of legal services to help Heyuan Gas achieve listing on the capital market.
