FRANK FINE

Work experience

• Mr Fine joined DeHeng in 2012 and opened the firm’s Brussels office. He has been practicing EU and international antitrust law since 1986, when he relocated to Brussels from the US. He was previously a partner of DLA Piper and helped establish its office in Brussels.

Professional experience

• Mr Fine has a rich experience in the antitrust field, having done prominent merger, abuse of dominance and cartel cases. His career highlights include the successful prosecution of a landmark essential IP case, NDC/IMS Health,successful defense of South African Airways in the EU air cargo cartel investigation and a case against the three DVD patent pools. He is also the author of 3 books on EU antitrust and is currently the General Editor of a three-volume looseleaf treatise on EU and member state antitrust, as well as Editor-in-Chief of the China Antitrust Law Journal

Social function

• Admitted to the California, D.C. Bars and to the Law Society of England and Wales.
• Mr Fine is Executive Director of the China Institute of International Antitrust and Investment, which is part of the China University of Political Science and Law, where he is also Visiting Professor of Law.
