Recently, DeHeng Xiongan successfully assisted a local government in completing the preparation of an implementation plan, preliminary market testing, approval, tendering, and commissioning of a rural natural gas concession project.

Drawing on years of experience in studying concession projects, lawyer Lyu Erjun from the Xiongan Office designed a tailored execution plan to address the urgent situation where the original rural natural gas concession project could no longer operate, requiring the government to take emergency control and reclaim the project. Faced with the government’s lack of operational experience but the imperative to maintain service due to its impact on public wellbeing, the proposed plan reduced the concessionaire’s operating costs while setting the concession period at over 30 years to achieve a balanced return over the long term.
