Recently, the two-instance proceedings concluded in three administrative penalty disputes over illegal land occupation between three coal companies represented by DeHeng Xi’an and the Natural Resources and Planning Bureau of a certain city. After trial by the district court and the intermediate court, the second-instance court dismissed both appeals and upheld the first-instance judgment: it confirmed that Items 1 and 2 of the bureau’s administrative penalty decision were unlawful, revoked Item 3, and ordered the bureau to make a new decision.
The case was jointly handled by DeHeng Xi’an partner Ren Yulong and Luo Yuxing, deputy head of the firm’s Administrative Law Committee in Xi’an. Their professional strengths produced a favorable outcome. In recent years, DeHeng Xi’an has advanced its specialization drive by pooling lawyers into practice committees aligned with specific legal fields, delivering full-range, one-stop legal services backed by each lawyer’s expertise and experience.
