DeHeng Assisted BOC Financial Leasing in Completing Its First Cross-Border Leasing of Domestically Manufactured Equipment to Central Asia

Recently, BOC Financial Leasing Co., Ltd. completed the export leasing of a batch of domestically manufactured equipment with a total value of approximately RMB 70 million through a project company established in Tianjin Dongjiang Comprehensive Bonded Zone. With strong support from Tianjin Customs and guidance from financial regulatory, foreign exchange, and tax authorities, the equipment cleared customs smoothly and was transported via the Horgos Port to Kazakhstan, becoming the first batch of domestically manufactured equipment exported to Central Asia through bonded leasing. This also marks the first cross-border financial leasing service provided to Central Asia from China, representing a significant step in enriching cross-border financial product offerings and supporting industrial cooperation between China and Central Asian countries.
As legal counsel to BOC Financial Leasing, the DeHeng project was led by partners Zhang Xu and Yang Yanning from its Beijing Office, with lawyer Yang Yecheng as the lead lawyer. DeHeng coordinated and instructed Kazakh lawyers to conduct a thorough survey of the Kazakh legal environment, assisted the client in finalizing the transaction and security structures, reviewed and revised all transaction documents and supplemental agreements, and participated in multiple rounds of meetings and negotiations with BOC Financial Leasing, Dongjiang Customs and the Administrative Committee of Dongjiang Comprehensive Bonded Zone, the lessee, the exporter, Bank of China Kazakhstan, and all other parties. Overcoming numerous challenges, the team ultimately facilitated the disbursement of funds and delivery of the equipment.
