DeHeng Advised Hebei Xiongan Baiyangdian Ecological & Environmental Protection Fund to be successfully established

The Baiyangdian Ecological & Environmental Protection Fund (Limited Partnership) of Xiongan, Hebei Province, was jointly established by China Life Insurance Co., Ltd., Power Construction Corporation of China, Xiongan Guidance Fund, China Communications Construction Company Limited, Qihui Huaxing, Xiongan Group Fund Management Company and China Life Industry Investment. The total subscribed amount of the fund is RMB 6,502 million, and the fund has invested in the PPP projects for the comprehensive treatment of the Fuhe River system in Baoding, the upstream of Baiyangdian, involving a total river course of more than 20 km long and a total area of about 243 hectares. It will support local river and water environment improvement, ecological landscaping, and smart water services, and it will help build a demonstration river in ecological conservation in the upper reaches of Xiongan New Area, support to make it a breakthrough in the ecological conservation of Beijing-Tianjin-Hebei region, and promote the development of regional green and low-carbon economy.

Commissioned by China Life Investment Management Company Limited as the legal counsel for the project, the DeHeng team, with primary support from partner Huang Huazhen and Wang Guibin, conducted in-depth legal argumentation on the transaction structure, and provided legal services such as drafting, revising and reviewing a full set of legal documents.
