DeHeng Awarded the Mandate to Provide Legal Services to the
EPC Project of the World's Third Largest Single-Body PV Power Station

DeHeng Middle East Office has recently won the bid for providing legal services to Qatar's 800 MWp Photovoltaic EPC Project, and signed the contract with the Project contractor on May 31, 2020, local time. DeHeng Middle East Office will provide whole-process legal services until the Project is completed.
Qatar’s AL-KHARSAA800.15 MWp photovoltaic Project is located in Kharsaa and spans an area of 10 square kilometers, with a planned total power generation capacity of 800 MW. The Project is divided into two phases: for the first phase, the Project is expected to be completed in Q1 of 2021, and will generate and connect 400 MW of electricity to the grid; for the second phase, the Project will reach its full generation capacity and connect all its electricity generated to the grid, by the end of Q1 of 2022.

The Project adopts the PPP investment and financing model and the BOOT implementation model. Its two investors and developers – Marubeni of Japan and Total of France will own and run the Project for 25 years, and after that hand over the Project to Qatar General Electricity & Water Corporation (KAHRAMAA).
As the legal counsel for the Project, the DeHeng team is led by lawyer Jia Huaiyuan, the director of Deheng Middle East Office, with primary support from Wang Gang, a partner of DeHeng's Beijing Office, and other lawyers. They will provide comprehensive, high-quality and efficient legal services for the client. Mr. Jia is proficient in British engineering law and familiar with engineering laws of six countries in Gulf area, also equipped with rich technical knowledge and field experiences, which made him and his team stand out and eventually win the bid in this intensely competition.
