DeHeng Assisted the Signing of "PPP Framework Agreement"
for "Guojiatuo Bridge" and "West Section of
Second Horizontal Line of Expressway."

On October 25, 2017, Chongqing Municipal Commission of Urban-Rural Development, as the implementing agency of PPP project, held the signing ceremony with China State Construction Co., Ltd. in respect of "PPP Framework Agreement on Guojiatuo Bridge and Its South Extension Project" , and with China Construction Fifth Engineering Division Co., Ltd. and China Construction Tunnel Co., Ltd. (group) in respect of "PPP Framework Agreement for West Section of Second Horizontal Line of Expressway" at the second meeting room on the fifth floor at Chongqing Municipal Commission of Urban-Rural Development.
"Guojiatuo Bridge and Its South Extension Project" and "West Section of Second Horizontal Line of Expressway" are the key municipal projects of Chongqing in 2017, and both of which are included in the "National Project Database of PPP Integrated Information Platform". The two projects play a demonstrative role for transportation PPP projects in Chongqing, and even southern and western China as a whole.
The investment of "Guojiatuo Bridge and Its South Extension Project" totals about 6 billion yuan. Running from Chayuan Overpass in the south to Huahongwan Overpass in the north, the road will go through Xingtang Overpass, Xiakou Overpass, and across the Yangtze River in a total length of 12.7 kilometers. The road is classified as urban expressway, with dual-way eight lanes, a road width of 41 meters, and a design speed of 80 km/h.
It is expected that by the end of 2021 when the Guojiatuo Bridge is opened to traffic, it will only take 10 to 20 minutes to drive from Liangjiang New District to Chayuan.
The investment of "West Section of Second Horizontal Line of Expressway in Chongqing" totals about 5.55 billion yuan. Running from the east of Taojiayuanzi Overpass at University Town, Yusui Overpass, First Vertical Line, western modern logistics park, Zhongliang Mountain, across Yubei Road, over Jialing River, to Jintong Avenue in Lijia Area, the road has a total length of 14.4 kilometers, with a road classification as urban expressway, dual-way 6-8 lanes, standard road width of 36 meters and the designed speed of 80 km/h.
After the project is completed, it will take citizens in North Chongqing a little more than 10 minutes to drive to the University City.
As the legal counsel of Chongqing Municipal Commission of Urban-Rural Development which implements the two projects, DeHeng Law (Chongqing) Office formed a project team with partner Li Yangde as the project leader, partners Tao Yuquan and Wang Jian, lawyer Fan Wenwen and paralegal Xu Jiamin as the team members. It is worth mentioning that, according to incomplete statistics, at the end of September 2017, the investment amount of PPP projects transacted in Chongqing was about 30.33 billion yuan and the investment amount of projects involving DeHeng Law (Chongqing) Office reached 18 billion yuan, accounting for about 60% of investment amount of PPP projects concluded in Chongqing in 2017.
